We may need a good turnout on Tuesday, Nov. 9th, between 8:45 am and 11:30 am when the Board of Supervisors considers this item. Unfortunately, the BOS chair was unwilling to set a time certain for this item, thus ensuring that significant time will be spent by County staff and otherwise gainfully employed concerned citizens sitting around waiting. 34. | Introduction of Frost Protection Ordinance |
a. Resolution introducing, reading title of, and waiving further reading of an Ordinance amending Chapter 11 of the Sonoma County Code to regulate frost protection activities in the Russian River Watershed, and to make miscellaneous other conforming and clarifying changes, and set a hearing to consider the Ordinance for December 7, 2010 at 2:30 pm.
b. Direct staff to continue to work with environmental stakeholders and resource agencies to refine the proposed frost protection program. CAO Recommends: Approval
We do not have the draft ordinance language yet. It took 16 working days for County staff to assemble an expurgated list of background documents in response to our California Public Records Act request. Let me (not the entire list) know if you’d like me to send you what we got. Significantly, what we do not appear to have received from County staff is a letter dated October 19 addressed to the County by the National Marine Fisheries Services (NMFS) expressing grave concerns about the draft ordinance language.
We hope to have talking points for you before Tuesday’s meeting. This appears to be another fast-tracked rush by a lame-duck board guaranteeing full employment for County Counsel’s office for another year or two.
