CEQA is under challenge in the Budget negotiations.  Below is a copy of a 1993 short letter produced by CAG  for a similar budget/CEQA issue.

For nearly 30 years the California Environmental Quality Act has successfully set a standard for public and responsible agency environmental review as an informed decision making process.

The current economic crisis in California has given leverage to developers, resource extractors, and their Republican supporters who are pushing the legislature and the Governor to rework or gut the California Environmental Act (CEQA).

The CEQA process has been an important cornerstone in assessing the true extent of environmental impacts of proposed projects. Full public disclosure of adverse impacts through either a Negative Declaration or Environmental Impact Report (EIR) requires actions necessary to reduce adverse impacts and/or implement alternatives when feasible. This CEQA mandated process of full public disclosure and review period has upheld and supported the right of the public to participate in the planning process.

Poor planning – without public and responsible agency input, and with disregard to potential environmental, economic, social, and aesthetic issues –  is  in the end, vastly more expensive. The State, taxpayer, need not suffer the burden of  poor planning and the extensive long term costs of resource recovery.

There is not substitute for good planning. Sacrificing environmental considerations will not spur economic recovery.
